I grew up in san antonio and me and some buds used to catch them below the damn at medina lake. You can stand on the damn and look down and see tons of them swimming out there. Well at least you used to

Take a nylon rope 12 inches long bend it in half. Tie some wire around it so that it leaves a loop you can tie onto your fishing line. Then take a wire brush and comb out the trailing ends. This will cause the fibers to fan out. tie a small wt onto the loop area for casting purposes.
We used to spot cast to the gar with this set up and jerk it in front of them they will hit it and there teeth get cought in the nylon fibers. then the battle is on
You can also use jerkbaits etc.... but they have some pretty tough mouths for hook setting.
Carry a bat or a small .22 pistol with you ive had to shoot some of the larger ones in order to get them in the boat
Also you might look into bowfishing for them as well.
Choke canyon south of S.A. also has a large population of gar.
