Is it better to wait for the splash to settle down before reeling the bait back in or reel in as soon as it hits the water??

Totally depends on the bait your using. Frogs- (spro, koppers etc ) wait a full 2 seconds. Trebles like poppers and spooks, for me, I don't wait at all. As soon as they hit it, I set it.

I don't think there's anything more exciting than a topwater bite!
I will let the water conditions determine when and how to start my retrieve. If it's calm I will usually let it set for a moment. Windy, I will start my retrieve the moment it hits the water.
Just experiment and you will find something that works.

here's my rule of thumb. If its a frog or some natural looking topwater I always let it sit for a few seconds after the cast. If its a spook or popper or something of that nature that doesnt looks as natural Ill start working it as soon as it hits the water. Neither way is right its just how I go about it.

Also need to learn how to fish with a jig you and chris were killing them at echo, well I think thats what ya were using

i always let poppers rest until the ripples are gone.
sometimes get strikes while it rests.
the first 'pop' usually gets the strike using this technique.
Set the hook..... It's free.
