Looks like Cooper Lake State Park north of you is your good bet. It is less than 30 minutes away from Sulphur Springs.
The park offers campgrounds, shelters, cabins, beaches, picnic areas, boat ramps, two lighted fishing piers, fish-cleaning tables and shoreline fishing.

Winnsboro has alot of bank fishing. Google Lake Winnsboro and look at the park on the SW side of the lake. I bet with the lake coming up, you can catch some off the 515 roadway where it crosses Winnsboro.
There are also some spots on Quitman.

Check on Copper Lake, I read they are only down 3 ft. from the recent rains. Also Lake Quitman has some bank fishing on the north end and with the spawn on you should be able to catch fish from the bank.
