On Monday, Lofers Bend East was open. I also saw vehicles on the Walling Bend Rocky Creek ramp and they appeared to be launching from there. I believe that Juniper Cove is still open and heard that folks were able to launch off the shore at the end of the ramp at Red Bluff on Steele Creek.
I know for sure that you can use Lofers Bend East because I put in there.
