Is there any place that sells any either shad or something like that. or would it be better to go and buy a cast net?

You can buy perch but they are usually small and expensive so you are better off to buy a cast net.

You can buy frozen shad at a lot of the bait shops, but there is no substitute for fresh cut. I've never caught a thing on frozen storebought shad, and they usually charge a ton of money for a bag of tiny shad. Over time, the 30-40 bucks you spend on a decent net will pay for itself in mediocre bait you didn't buy.

Some might say Tom is a "Shad Whisperer". The couple times I went fishing with him, I swear I saw him mumbling something at the water before he threw the net...

He may well be the Harry Potter of Baitfish.

Tom is hilarious, he could be completely surrounded by boats and they all throw their nets... Tom would be the only one with shad.

X10 on the cast net. That is my bait store. Frozen shad are no good. Fresh cut shad, period. The net will pay for itself and is not that tough. If you want bream then go to the bait store and buy some worms and catch your bait.

From my limited knowledge, at least from the bank I throw around boat ramps, courtesy docks, and I just look for them breaking the surface. It's probably pretty tough to find them that shallow right now due to the heat. There are guys that know a lot more than I do about finding them.

Are you in a boat? I have been catching them in 12-17 fow. I watch my graph and look for the schools. If you have to do it from the bank I would go to a dock and at night a lit dock.
