This motor will not get the boat up on plan. It starts fine, idles rough and when I hit the throttle, it starts to go but then bogs-down and won't go. Any ideas? Do you think it's fuel or electrical related?

You should do a compression test on it.

Change out all the tiny fuel lines comming off the carbs, Check the plugs to see if the left and right bankss are burning the same, if the aren't you have a bad firing module. But more than likely one of the small fuel lines are cracked and its sucking air. also pull the cowling off and pump the bulb up tight look for leaks
