I'm looking for a small OB that I can transport in the back of my daily drive SUV without spilling fuel. I figure that I'm going to have to lay it flat to fit. I have very little experience with small OB's so thanks in advance for your suggestions & recommendations.

It is for an 11.3 Bass Tender that I do not believe would hold up to having even a small OB hanging off the transom for a 1 or 2 hour ride to the lake.

Try and find a 3 HP Gamefisher or Tanaka. The gamefisher is made by Tanaka for Sears. Both are air cooled and around 25#.
