Is the swimming area at Scott's Ridge, Scott's Ridge boat ramp and Cagle boat ramp all owned by the Sam Houston Forest Service?

Here's the reason I ask; the last time I was fishing Caney Creek, I noticed that they had built a new bulkhead at the Scott's Ridge swimming area. Was this necessary? The boat launch NEEDS a courtesy dock and Cagle's courtesy dock is still underwater!!!
