Is it legal to put up a Fish Feeder on a Texas Public Lake and if so does it work?

I'm not a lawyer but I don't believe there is anything illegal about it. There are hundreds of them, thousands really. on East Texas lakes.
Do they work? That's a good question. Yes, they attract fish, but they also attract fishermen. I used to feed off my boat slip, but a sorry guide started taking clients there and someone vandalized my boat.
I'll say this, I would not do it and don't recommend it because it is PUBLIC.
On private waters yes, absolutely, but not PUBLIC.

Frank's Lakeview Marina has a 5 gal bucket deer feeder going. Belton lake park.
I believe it's the full time help guy that lives on a boat and takes care of the place that puts the feeder up and takes it down.
One evening, you see the guy messing around. Then you hear the motor on the deer feeder swirling. Catfish start tearing the water up.
I asked the guy what he was feeding. Replied, "It's a dock secret". I also believe he was drunk and forgot there was people around that could see him.

It is legal and does work. You will draw lots of anglers along with the fish.

Anglers tend to follow the fish. Docks and marinas draw in fish. It is not illegal to feed or bait areas for fishing, just illegal to keep the public away from public water, including under your feeder.
