Where can I buy the skirt in the first photo? It's the first time I've seen that texture.

Excellent!. I still tie my own skirted jigs. Using them is another story....

You can tie that color in several skirt designs I like tying them in finesse patterns and umbrella style skirts for maximum flare in the skirts tying with half tabs makes the jig skirts look very full
