I'm not sure about it being best, but it's good. Live music is also usually good.
And it's Tolberts.

Tolbert’s has good chili. Best in the area? That’s subjective, but it is good there.

Both Angry Dog Restaurant and St. Pete’s Dancing Marlin in Deep Ellum have damn good chili.
