Can anyone tell me what the HYDRO rocker switch does. And how to find and fix it.

I don't hear anything when the livewell's are full or empty when on manual.

Hydro Air pump system. Kinda like a aerator in a fish tank mine never worked... BBC has some info on it. http://www.bbcboards.net/showthread.php?t=1006538

Do something different, you will be surprised what happens.

When the livewells have water in them, it will release bubbles into the water. I suppose it was their form of being an Oxygenater back then. If you turn it on manual and it doesn’t move the water, then your pump is out or blown fuse.

I’m not sure if it really does anything different then recirculating the water does, but maybe.
