Is the wheel center cap closed on the end, or open. A closed center cap can retain water a lot easier than an open end center cap.

As long as those hubs rotate smooth and don't have a bunch of slack you are good. Like was said it's probably just collected/trapped water that dispersed slowly.

My Vault hubs on my Skeeter built trailer have open center caps. That’s how I know they’re Vault. I can see them. Lol. But, if they are closed, that is surely why the rust is much more significant.
