Went fishing again at Proctor today. Knew there was a possibility of rain. Put forth about 8:00. Fished all morning with some success. It rained and I got good and wet on the way in.
As I headed for the ramp. There was a guy parked in the middle of the double wide ramp. Proctor is low. He went around to the fishing dock and got his boat. Put the boat on the trailer and then parked in the middle above the ramp. I was a couple hundred yards out and it looked to me like he was throwing shad out of his bait tank. Then he kicked them into the weeds. Pretty sure he did not drain his bait tank. He was gone by the time I landed. Grabbed my pedal drive and my net and headed for the truck. Sadly enough there were couple dozen shad laying beside the parking area, some of them still kicking. I gathered the shad up in my net and threw them in the lake. Too late. Don't think any of them survived. If I had been closer I would have gotten a picture.

Proctor has the healthiest population of shad, of any lake i have ever fished. I fished there the first full week of May, and 2 throws with the cast net, and have at least 50 shad.
But I am like you, I would have released them back in the lake.

At the very least, a fisherman should dump the dead shad back in the lake where other fish will eat them.
