HELP! Outboard Nuts Loose?

HELP! This nut on outboard shaft is "loose" -- it isn't tightened down all the way, has maybe a 1/8" gap. Is this the way it's supposed to be? Whoever was last to change your water pump left it loose. Tighten them up as they hold your lower unit on.
