I would get a clear water proof pouch for the phone, tie it off to your tube in case it does fall. My wife uses one when we go float the river and has taken good photos through it.

From my approximately fifty years experience with float tubes, most good Solutions involve one or more of three aspects. The aspects I know about are immersion proofing, flotation, and tethering plus they each have to be tested under controlled conditions, before your float trip. Tethering or flotation can work for fishing rods, depending on their weight upon testing. For something sensitive like a camera, so-called "waterproofing" is not the same as immersion tested, and you would need a secondary method to be able to retrieve it upon dropping, otherwise how to get it back when it sinks? Cameras would require an immersion bag where the seals don't work lose with constant handling Plus it must either Float, or it must tethered depending on how strong the wind or current are at your fishing location. For something not moisture sensitive like simple car keys, a zippered pocket on your attire or tied to your attire should work. There may also be other ideas from other tubers, that I haven't used.

I have an old IPhone 6 and use a LifeProof waterproof case and a LifeProof LifeJacket which is a phone float. The case degrades the microphone and the speaker. Texting works great. It takes pictures great. The downside is they quit making the LifeJacket so it’s not available on any of the newer phones. The newer iPhones have a waterproof rating but none of them float.
