For years I have been fishing in Ray-guard boots. Now with full blown Diabetes I'm looking for a more comfortable option (price does not matter) are there anymore guy's out there dealing with Neuropathy issues that can point me in the direction of a better option ? I looked at Simms but have no idea.

Simms are top shelf for sure.
I wear knee high hodgemans they are much more comfortable than rayguards.

While I have no personal experience with them, I have heard good things about the Bart’s Bay boots mentioned above. Probably worth the look-see.

Bart's are really popular. Give them a call I've talked to them and they're good people.

Simms are comfortable and light. I fished with a buddy that wears them and tried his on and at least initially they felt amazing. He races about them. I wear the Simms neoprene and while I'm fine with them they're probably not going to be what you are looking for. But the higher end Simms that are lace up and look like hiking boots are good.

SIMMS Zip it Flat boots are what I wear. Issues with plantar fasciitis. They have some of the better support in them. I also wear the plastic inserts I got from the Good Feet Store in them.

Wading shell is pretty tough on them.

The Simms? No. Only boots I know of that will protect against a ray are the Barts Bay Armor which is mainly why they're north of 200 bucks and even then they have a disclaimer on their website saying not guaranteed. I've heard of guys getting hit by a ray wearing Barts and it didn't penetrate the boot. Foreverlast makes ray guard shields that sell for about 40 bucks you strap on to your legs that supposedly work.
