Well I like to use used cooking oil to soften punch bait instead of water, cooking oil preferably used for cooking fish. How do you rig for fishing so deep? Typically I fish in water less than 6 feet deep and either bottom fish or fish with a bobber.

Cooking oil may work for punch bait. Stubby’s is not a punch bait. A little water is the best thing to use. I use a spinning rod and reel, medium light action, with 20-30lb braid, #4 treble hook with no spring. If it is real windy I will use 1/8 oz weight. All other times just treble hook with no weight, just like Stubby taught me.

I bought some many years ago and used it like a punch bait. Wonder if he changed it.

It has never been a punch bait

I went out to pick up my first to containers of it. He showed me how it was made and what he put in it, pretty interesting and I used that bait successfully for sure. I never molded it onto a hook with my hands. In fact I started making my own bait, bought a wood chipper, collected waste cheese and prepared shad the way he did. I still make a version of it.

That is the only drawback to shallow water

Well I wondered about your description and found the bait I was using was Benny's Sure Shot. My mistake.
