Anybody know what prop is best for pro xs 250 2 stroke? I have a 25 pitch fury and can only turn 5300-5500 rpms.

That's a pretty standard prop size for that motor. Are you reading RPM's from analog Tach. or Mercury Smart Craft gauge?
First thing I would do is check and ensure that your engine is reaching WOT position at the throttle plate.
