Does she fish? That'll probably tell you right there.

If you have proof of the matter, why bother with belittling and asking for her story, knowing she’s gonna lie. Just reprimand her and move on. Begin the meeting on a positive, hit the problem, then end with something positive.
Management 101. Ok so I go to my boss and HR and say hey I am ready to move on this person and let them go because of this incident and her is my documentation. And they will say... "Ok what did she say about this?" You suggest my reply to that would be, "Well I did not talk to them because my proof is so strong. So I just want to fire them and not even ask them for their side" I guess if it was something that was open and shut that might work. Like you smacked someone. But even then you have to ask them WTF happened. Why? Well what if the story was, "Well I smacked him because the other day he smacked me and I lost my temper today. I have been diagnosed with PTSD from my service in Iraq and have been in counseling. I want to request a medical leave due to my mental health struggles and I want to apologize for losing my temper I never should have done that". You fire that guy and you work for a big outfit with deep pockets.. you have a problem. Because you did not even ask. Not saying you still don't say "We understand and are sympathetic but we have a zero tolerance policy toward any violence". Maybe you still go forward. But you must at least ask. I suggest you redefine what you think Management 101 actually is. Its not "I am the boss I do what I want". Thats being a dictator not a leader.

IDK man. I really make a conscious effort to not look at staff like that. If you are a male managing a bunch of people... you wont last long thinking like that. Your thoughts will come out somehow in your actions and then your in hot water. Always be mindful of how you think. But no. Probably not. Having been a construction superintendent for twenty years I can tell you every hot chick that’s been on my job sites. Take that non binary [censored] somewhere else. ^^^^This^^^^

The "eyes darting back and forth" could be that she is in the early stage of tweaking not to be confused with twerking.

liars never look you in the eye. I would say that's generally true for anyone 40 and older... but kids and young adults nowadays don't really enjoy making eye contact for various reasons. Body language is very important, but you have to take the totality, not just the eyes.
