I just bought a 2007 Z21 with a tandem trailer. The surge brakes work but they leak fluid from around the master cylinder or actuator. Does anyone know where I can find this part? I have the serial number from under the tongue but I cannot find anything that appears to match.

The serial # you posted a picture of might be for the outer member/coupling and not the brake actuator.
etrailer is good. Also had good service from easternmarine.com. I would recommend against Pacific Trailer. Several bad experiences with them giving me the wrong parts, bad advice, or sending me partial orders. Customer service is also sub-par. They also don't pay for return shipping if the part is wrong.
You can buy the parts to rebuild the actuator but I would just buy the whole assembly. That is what I did. It could just be the hose but being a 2006 I would replace the actuator. When I replaced the inner slide on mine I found out I also needed a hose. They take a little bit of time to bleed them. I thought about buying buying some self bleeders for mine but I have a neighbor to help. Best thing I did was replace that inner slide assembly and get rid of the clunking.
It might be worth taking to a trailer shop and have them do it. That Z21 is pretty heavy and surge brakes are an important safety component. While there, you might also want to have them replace the bearings and grease. Shouldn't be too expensive. And, since the surge brakes are leaking fluid, one can assume the trailer wasn't well maintained. If the surge brakes are leaking, the bearings are likely in need to repair/replacement as well.
