TPWD current fishing report says .49 ft low but lake levels says 2.04 ft low. Which is it?

It's 1/2 foot low (227.96) according to USGS monitors. You're probably getting data with the Summer Pool instead of the Winter Pool or they haven't sorted out the whole seasonal pools they have now.

Yeah - Lake Levels has the seasonal pool reversed. Here is the USGS (waterdatafortexas.org) definition:
Conservation pool elevation seasonal: May 1 to October 1 starting 1990-05-01 230.00 ft above NGVD29 Conservation pool elevation seasonal: October 1 to May 1 starting 1990-05-01 228.50 ft above NGVD29
And Lake Levels: Full Pool: 228.50 feet Winter Pool: 229.02 feet Flood Pool: 249.50 feet
That's you .02 weirdness...
