Are there any State Parks where kids have caught fish off of the banks in the last week with this coldish weather?
Just go fishing, enjoy yourself, put aside what people are saying to you or about you on social media, enjoy fishing for what "you" want it to be. 🙂

I'm sure those state parks that received trout stockings have had good fishing from the banks.

Not sure where you're located but Cedar Hill State Park has a kids fishing pond. I would think you could catch the bluegill in there all year. I've never tried though.
