Suppose the I-95 mess contained a large number of electric powered vehicles, stuck there in extremely cold weather for 24 hours, required to run the heater and now the batteries are toast. Granted a fossil fuel vehicle also out of fuel, but a fiver (or fuel trucks) fixes that problem fairly quickly. Is there a mobile charging method (other than a carry along generator)? and how long would it take to charge one enough to get 40-50 miles to a real charging station? Would they start sending a bunch of wreckers?

I don't know how long it takes to charge a vehicle but there are already mobile vehicle charging companies out there.
Probably a good business to jump in to right now.

I have to wonder how long a battery would keep 2 people alive in sub freezing temps.

hard to collect from popsicles.
