Oxygenator on 2008 Skeeter are not working anymore. Are they still drawing power from battery?

Data has shown that the never work even when they are "working." Cut the wires and be done with it. If you want an oxygen system, install one that injects from a bottle.

Prior to 2014 (iirc) they hard-wired the Oxygenators and the only way to turn it off was find the lead, find the fuse, or cut the wires. Most people did the latter. They eventually added a switch in the rigging compartment, and later moved it to a dash panel on some boats.
To answer the original question. It is likely drawing amperage even if it isn't bubbling as long as the wires are intact. I would trace everything from the positive and ground out of the unit just to be sure it isn't an easy fix or deactivation that your looking for.

My(2013) Ranger has a switch so no power draw unless I turn it on. No power(on/off) switch? Then it’s drawing some form of power. If it’s not working then without measuring the draw everything will be conjecture as to how many amps. As said above^^^^if you don’t want it(don’t believe in it) just disconnect it or replace it. Of course you could always fish the wires out and add a switch. Good luck!

They only draw power during the process of adding bubbles. The water makes the connection. Without water in the well, no current is drawn.
