Because carrying a bucket of electricity to your broke down EV on the side of the road is not efficient.

Our Texas electric grid couldn't handle a week of really cold weather. So how the he77 will it handle all the electric cars our STUPID government wants?

They're working on emergency battery packs to resolve this. Made a few bucks on stocks on the companies developing them. Should be out in 1-2 years. EV or hybrids will take over in urban areas in the next decade or so. Or at least get a much bigger market share than they have now. Gas/diesel will continue to rule the rural and suburbs for decades.
