Here is some info from their site. Seems like a kayak friendly area to fish. Last time I went out there it was literally a shallow marsh and didn't appear to be any good for fishing. However that was during a short drought so it may have imporved since.
Bank fishing along Big Mineral Creek, casting from the lake shoreline in Goode Day Use Area, along the sandy shores of Sandy Point, and from the oil pad access roads off Oil Field Road is common year-round. In addition, old livestock ponds located throughout the refuge are open from March 15 through September 30th annually. Fishing is in accordance with State and Refuge regulations. Note: it is illegal to harvest alligator gar from refuge waters during the month of May. Either a valid State of Texas Fishing License (valid September 1 – August 31 annually, $30 for residents) or a Lake Texoma Fishing License ($12 annually) is required. www.tpwd.state.tx.us The refuge offers two boat launch ramps located at the end of Tern Road and the end of L Pad Road. You may also wish to put in canoes or kayaks in the Goode Unit, however no ramp is provided. NOTE: Airboats and jet skis (personal watercraft) are not permitted on the Refuge.
Fishing, entering by any means, and/or taking baitfish from refuge marshes and from Plover, Tern and Egret Roads is prohibited year-round. Collecting of baitfish is not allowed from Wildlife Drive or Refuge Road.
At the point where Big Mineral Creek joins Lake Texoma, Big Mineral Creek becomes a year-round no wake zone to the end of upstream navigable waters. Annually, from October 1 through March 14, only non-motorized boats or tube fishing are permitted in Big Mineral Creek from the point where it joins Lake Texoma to the upstream end of navigable waters. Launching is allowed from L Pad Road, or by hand at the Big Mineral Day Use Area.
