It’s only zero emission at the motor and in the city, there is probably more CO2 being expelled into the atmosphere by the power plant because electricity is an extremely inefficient form of energy. There is no such thing as zero emission, but good luck convincing these folks of that. Regardless of the form of power, it’s never zero emission, at least not if you consider production and transportation. I’m not saying I agree with the policy mentioned in the OP, but I can’t let the statement that electricity is extremely inefficient stand without calling it out. That is not accurate. It’s thermodynamics, there is no free lunch. When you burn hydrocarbons in order to develop electricity you lose energy when you have to transfer it to wherever it’s going to be used. Thermodynamically it is not efficient.

So, here's a conundrum:
Lose electric power for whatever reason (weather, fire, earthquake) and the private individual won't be able to generate their power with a gasoline powered generator.
Advice? Wise men don't need it. Fools won't heed it.

I'm curious about commercial lawn services. Are they going to have to go electric too? They'd have to have 50 batteries to mow a day's worth of lawns. The state government in Cali doesn't care about these folks because they have jobs and actually WORK. If they are unemployed and/or homeless then they would be concerned about them.

By the time the lithium is mined for those batteries, hydrocarbons are burned for the fuel, and then the plastic is made to develop those stupid electric lawnmowers, I bet the carbon footprint and environmental detriment is worst for electric/battery powered small motors than a gas one.

I wonder where this non-carbon electricity is going to come from to power these replacement units? Ammonia fueled gas turbine power. The Japanese are already doing it. Direct combustion of ammonia in a gas turbine and ammonia burns without emitting carbon dioxide, JERA has already announced they will close all of their coal fired plants by 2030 and replace them with hybrid LNG and ammonia fired power. Can they scale it to run a weed eater or outboard motor? Works great as a outboard.... just drive over your brush pile marking the fish , then turn around and grab them as they float up to the surface. If you drive over them twice, they float up already cooked
