2003 fuel supply problem

Had an issue with the manual diverter valve when on dual not pulling from the starboard tank. Changed primer bulb twice and inspected anti-siphon valve and hose in tank. Both were ok. I eliminated the diverter valve and replaced it with a tee. Seemed like on occasion it will pull from the starboard tank but not always. I did not reinstall the diverter valve. There is no fuel coming from the starboard tank.
Not sure it is related but the fuel system looses prime if I’ve left it over night. I pump the bulb 10. -12 times and it seems to hold prime until next day.
Should I isolate each tank with its own primer bulb and or reinstall a new diverter valve?
Ideas?
