What fasteners would you use to secure R19 bat insulation to a vertical and horizontal surface in a metal building? TIA. [Linked Image]

yep, hang insulation with clear tape (pkging super strong) and use the wire to hold in place.

paper facing wire.

since I see a shelf in the pic I would suggest rent a dbl section scaffold with castors, can roll yourself using the perlins.

you can rent an extra set of walk boards and use as a storage area for the batts, should be able to put 2-3 rolls on 3 walkboards.

First item is the metal building being occupied for living with air conditioned. If not, it does not matter.
Second item, Moisture vapor moves from hot to cold environments.

So, in the southwest (hot and humid) the vapor retarder and / or vapor barrier faces the exterior. To hinder vapor from condensing within the wall cavity or the concealed surface of the interior drywall.

In the northern climate zones the barrier is positioned facing the interior, since it is warmer on the interior of a building.

Make sure, your metal panel laps are well sealed , with the butyl tape, then increase your fasteners at laps to 12 inches on center to hinder wind from deflecting the laps and allowing cold air from blowing inside the building.
