just got a new to me 21' boat. Has a 250 xp with a 25 p Fury prop. Should the 3 exhaust holes have a rubber washer inside them or not? Would like to get another 3-4 MPH's. Its on a Legend 211 Alpha.

Those vent holes only affect your hole shot.....will not impact speed.

Depending on the year model of the 211 best top speed normal tournament load you will probably get 70-71 in absolute perfect conditions - day in day out 68-69. I have a 2013 and do change props during the year. This time of year I run a 24P fury 3 in order to get max rpms and go up to the 25P once the weather gets l cooler. As soon as it gets cool temps the 24P will probably hit the rev limiter.

Legend made a change in the hull in the 2014 models to get more top end so a 2014 or newer probably best is 74 +/- this time of year.

Perfect Mike i appreciate the input......I have had mine to 69 gps before so wont mess with it. Runs great but noticed those vent holes had no inserts and was wondering. " what if "
