I had a guy at a shop reseal the lower unit. Last year and went to drain the oil and replace it as I do before the first freeze every year (Dec) and found water. Guy came to my house showed me air leaking on the drain plug. Put new seal on drain plug and thought it was good. Now after i checked it again there was water. I’m not taking it back to the guy and I don’t see any cracks on the outside. Is there a easy way to build a pressure tester or any really reputable guys near the Denton area that anyone recommends.

You can make a pressure tester yourself.

If you don't see leakage at the prop shaft there is a good chance that the O ring on the shift shaft is bad. Seen it many times.
