All that said, there are a few exceptions that probably need to be made to this policy. If you are getting a large group together for an extended period of time, and an outbreak would cause massive disruption to the personal and financial wellbeing of those individuals... Like cruise ships... Those businesses should probably be able to require vaccination status. That’s kinda the point I was making, if there is a “market driven demand for a service for vaccinated people”, like the example you brought up, Texas businesses will not get that business because of a government mandate. As a rule, I’m just against government mandates, I know sometimes they are needed, I don’t think it is needed here. JMO

I get the feeling Abbott is just trying to please his voters, he pissed them off with his mask/shutdown mandates, now he is trying to win them back with mandates they like.
