right side tire has been flat spotted pretty bad. Have never seen smoke or felt any drag while towing so I don't know when it happened.
anyone ever had this happen? This is a surge brake set up/disc.

Nope, sounds like your reverse solenoid may be out or not getting power and only the right side brake is working. Have you noticed any resistance while backing? If you can have someone stand next to the trailer while backing up.
