PFD & a loud whistle or horn.
360' white light if you are out any time from 30 minutes prior to sunset through 30 minutes after sunrise.

A few other items can be very helpful, I keep most of this in a 20L dry bag.

First Aid kit
Rescue throw bag with floating rope
Rescue Stirrup
Paddle float
Beach Towel
3 or 4 bottles of water

Something to pee in.

I always start the day with a water bottle... Once empty, cut the top off and have an instant disposable pee container.

All good things to have but in reality many of us don't have a kayak that can haul all of that along with gear/tackle. I always have a bottle of water, a spare shirt, couple of granola bars (I change them out every month or so), pair of wire cutters, spare flashlight (mine is a headlight), about 50' of paracord and a first aid kit. If you're in a paddle only kayak a spare paddle is a good idea.

Of course these are "required" items but should be on most kayaks.
