Everything built on or near the river is shifting and sinking into it. That's what I was wondering if sinking or something like that may have caused the crack.

And this bridge was graded recently as being in fair condition...
There are literally thousands out there that are in poor condition.
I'm definitely for ending extended unemployment immediately and spending some money on trying to improve this infrastructure because it's getting toward third world at this point.
