They look like garlic....which is perfectly acceptable. There is a distinct lack of beans which makes that a spicy meat sauce that should likely be served over noodles.

That’s how I do my onions and jalapeños. Fine chop them and throw them in the meat when I’m browning the meat. You can taste onions and jalapeños in the chili but can’t see them.
