 2013 Merc 60 ELP -for sale, water in oil.

I have a 2103 garage kept Merc. 60 ELP for sale. It has a new starter, complete new lower unit assembly, EVA HP pump, LP pump, Impeller, plugs, fuel filter however, there is water in the oil. Not sure if it is a gasket or powerhead. Runs at idle, wont make power over4000 RPM. #2 plug slightly wet, all others are dry / clean.
This motor looks new under the cowl.
