Is there a thread out there that has plans to build a storage cart for a Hobie Outback Kayak? Or any idea on how you guys store your Outback without hanging it from the ceiling?

Not sure about anyone having actual plans. You might search YouTube for DYI kayak storage racks and get a good idea on how to build one. I built one out of wooden and used 3" PVC pipe runners mounted on the wood rack that the kayaks actually set on. Hobie doesn't recommend this storage method but I've never had any issues from storing Hobies this way.
You get out of it what you put into it!

Couple of riverside foam blocks on the floor and I just stand it up on its side. My other lighter kayaks hang on the side wall there on those Malone straps. I have never had any issues with storing my kayaks in this way, & it gives me plenty of room for me and my Significant other to still park our vehicles in the garage.

I store my PA 12 on a rolling cart. 6’ long x 40†wide. It’s tailgate high which makes loading and unloading a breeze.. With the kayak hanging over the edge, I can store a lawnmower under one end and a shop vac under the other end. I can also clear out the lower level junk and slide a second kayak on the lower deck.
