That's just the charm of the delta! There are plenty of stories of people living out on boats for decades in secluded corners and tule islands. One guys is trying to restore an old ocean liner that's parked out there. They do the same thing in the keys. Who cares if they are allowed. Like all the old fish camps on the coast on the Islands that aren't supposed to be there
