I've searched the web and bassmaster.com, is there a kit to register a club with bassmaster ,or a blueprint for a club starting from scratch?

So you pay them for what? Not knocking it just curious. Seems OP would be better without adding an additional layer of expense. I'd personally start a facebook page- name it your club, post basic rules and announce a few tourneys and go from there.

Yes that sounds good, we've already got guys, mainly trying to figure out point systems for aoy etc, something to go off of!

OP mentioned Bassmasters. If you want association, then you pay. TBF (fmr FLW) association is the same. You don't have to be affiliated to start a club. I was just answering the specific question related to Bassmasters.

I have been tournament director and will be again next year for one of the clubs I fish, if you would like some info on how I have done it I would be more than willing to talk to you about how we run ours.

There is also the TABC that you can become affiliated with, They also have a state championship at end of year. Our club is Tabc and Federation I would say the TABC is more for the true weekenders. and the federation is more for the guys wanting to try to move up. That being said the TABC championship is a lot of fun every year.
