Just stopped at a gas station right next to the public ramp, and the clerk said that a GW told them they must give receipt for minnows because am Asian Carp was found in the lake. Anyone heard of this?

I am not aware of an Asian carp being caught in Cedar Creek. The requirement to have a receipt for bait now applies to all water bodies. The restriction is to stop the spread of invasive plant and animal species such as zebra mussels.
Here is the wording:
Transport and use of commercially purchased live bait in water while fishing from a vessel is allowed, provided persons in possession of the bait have a receipt that identifies the source of the bait. Any live bait purchased from a location on or adjacent to a public water body that is transported in water from that water body can only be used as bait on that same water body.
