During the 0 degree weather, I discovered that an add on laundry room at one end of the house did not have insulation in the attic. when they blew in the insulation in the rest of the house, they did not cut a hole in the attic divider and blow that small room too. Three broken pipes during a 16 hour outage was my wake up call. The plumber was able to wiggle in and make temporary repairs, but now the ceiling and wall sheet rock need to come out and the exposed surfaces dried and treated with an anti mildew chemical.

Since I cant get into that space once the ceiling is replaced, I want to lay batting indluation sheets over the studs, covering the water pipes in the process. I am assuming that with the pipes insulated and the extra layer of thick batting laid over them would protect them from future freezing and also provide a modest amount of temperature control for this small 6’ x 12’ room.

Is laying sheet insulation like this a waste of time or does it make sense since my only access is from below?

Don’t just lay batten, put foam around all the pipes first.

Sounds like you are motivated to do a good job
What I would do
1. Foam pipe insulation tubes
2. Then either blown in or the bags of the loose cellulose insulation done by hand
3. Then batts.

It can be over done if you block ventilation areas
Also don’t accidentally shear the doorbell wiring bolt

wrap the pipes first thing, get bat glass insulation and staple it from below, paper side down. hang sheet rock.

you may get enough in one roll to do a double layer. one roll I think is more than plenty.
lay any extra 90* to the joists.
