Plumbago can attract bees.

Gold Lantana would do well there. Does well in drought conditions. Doesn’t get tall. Attracts hummingbirds. Widely available.

Plumbago is out. Too big.

Rock rose is out. Only blooms for one month.

Lantana is possible. Not the prettiest though.

Might just go with shorter annuals.

Your short google searches are wrong. Plumbago is smaller overall than RR for the most part. Both bloom profusely spring to frost in NTX. Lantana's are the same size of the mentioned and basic.

New Gold Lantana will get 5’ high down in Zapata. It will grow 11 months out of the year. It would completely take over that area. Plus, it smells like pee.

There is nothing more of a beating than managing annuals; typically bloom one season, then they need replacing. The soil needs constant amending to keep up with the continual cycle of replacing the annuals.

If anything taller than 3’ is high; you’ll be happiest with a long blooming perennial ground cover that attracts hummingbirds but not as many bees. Anything that blooms might attract a bee or three.

Zexmenia—blooms all year in Zapata thrives on neglect.
