My Basstracker Classic (16 Ft.8in.) equipped with a 50 hp Mercury 4 stroke is topping out at 5200RPM. It is factory equipped with a 22x13 prop
Am I slightly overpropped
Will it hurt anything

Yes it will hurt your motor.
Lugging it along will shorten life of your bearings. Your motor really wants to run its best at the top of the rpm range.

do you mean you have a 13" diameter x 22 pitch ??? or are you going by what the label on the cav plate says?

either way... 5200 at wot is not enough

Yes,
I am going by the label. However, after talking to my dealer, I may not have been trimmed out properly.
The question comes up, because Mercury literature says 5000 to 6000. where I would like to see more like 5500.

that label on the cav plate has nothing to do with the prop.

Prop it to run WOT at 6000 RPM.
You can always run your engine at 5500 rpm.

Have you operated a boat before, and do you feel confident that you understand trim, what it's meant to do, and how to use it?
