Fly Fishing Below Whitney Dam

Hello! So a few weeks back I saw someone fly fishing in the little section of water that is directly right next to the dam. I've gone down there before but there are a few "Restricted" signs but none say that there will be any prosecution. Is it legal to be down there right next to the dam because I know there are some pretty big stripers down there that I want to target. Thanks for any advice!

That is a restricted area. Besides being dangerous if they open the dam, if you get called in the sheriff shows up. I have seen it happen more than once.

The water release from the dam is controlled offsite. When the horn sounds, if it is a big release, the water comes up several feet in a few minutes.

I could be wrong but I am not sure there is a horn anymore. A few years ago when they banned all wading and swimming below the dam I was told there was no longer a warning horn. Regardless, unless things have changed, they no longer allow wade fishing below the dam.
