There is a Youtuber channel name Fishin-n-stuff that has a couple pretty cool DIY rod racks and one of them is made to fit in a seat base. Chad Ferguson has one too.

Every person that goes fishing often should subscribe to that channel. I've built a lot of stuff from his videos.
