How do you work on/ test the functionality of the live wells out of the water?

Fill them with water and turn them on. See if they leak. See if they recirculate. Turn the switch to open and see if they empty.
I guess. Your boat could be different. If it has a pump out, see if does that too. The only thing you’ll not be able to test is the fill and auto fill, since you ain’t in the lake.
Eat. Sleep. Fish.
