I had not considered this angle, but I do not think this will happen in Texas. All tournament directors have some level of discretion on their rules. There would be a ton of negative press for any tournament trail around here making a DQ on this. Besides that the CDC guidelines and this executive order conflict in some cases, especially when you get to the outdoor side of "federal lands". So in the end is just a bunch of BS that is for show to make it seem like the king cares. Think of all the money that has been wasted putting 6ft distance stickers on the floors, paying someone to act like they are counting the number of people going into stores, and on all the government advertising about covid. It's mind blowing and all for show. The only actions that really mattered in this whole deal was vaccine and therapeutic treatment development. All this other stuff is just fluff.

Amistad (on the USA side) is a national park, so federal laws apply. State fish and game laws also apply based on an MOU between the NPS and TPWD.

But great question by an earlier post - if you are fishing in Pilot Cove and don't have your mask on, and then win and get put on the ole truth detector....

I'm going to reach out to NPS at Amistad and see what they say about it.
