If you want truly fully water proof, go with anything from Muck. I have 2 versions of their 3/4 pull ons. One that is insulated for cold weather and 1 that is more of yes a rubber shell for warmer weather. Both are absolutely 100% waterproof. I also own several different types of Merrill's and while they are awesome hiking or ranch boots, they are not completely waterproof in a torrential downpour.
